Warning of terror attack during the transition November 15, 2008

Security agencies heads from the CIA and European agencies have both formally warned President Elect Barack Obama to be prepared for the possibility of a ‘large scale’ terrorist attack early in his presidency.   Apparently, these risks was one reason that President Bush placed his administration on ‘transition mode’ earlier than any president in modern history; the worry from the Bush administration was that the transition would give an opening such as that on 9/11.  In fact, President Bush apparently strongly suggested to Senator Obama to keep both SecDef Gates and CIA Director Hayden on staff for the interim.

The pattern of Al Qaeda attacks during power transitions is clear.  The first assault on the World Trade Center occurred little more than a month after Bill Clinton became President in 1993. There was an alleged attempt to bomb Glasgow airport in Gordon Brown’s first days in Downing Street and a London nightclub attack was narrowly thwarted.  The train bombings in Spain came on the eve of their elections.
