Khalid Sheikh Mohammed — the confessed architect of the attacks, who was captured two years later in Pakistan — and four other alleged co-conspirators, Ali Abdul Azziz Ali, Walid bin Attash, Mustafa al Hawsawi and Ramzi bin al Shibh all have agreed to confess to conpiring to the attacks of September 11, 2001.

The hold up is a legal one.  Because of the military trial system set up by Congress, there is no sanction to allow guilty pleas for death penalty cases.  The judge in the court has asked the prosecution to file a brief to suggest how to proceed.

This would solve the most severe problem at Gitmo…most of the remaining prisoners are lower level terrorists.  Closing Gitmo would become much easier if these five were convicted and moved to US federal prisons.
