Rep. Becerra turned down Barack Obama’s offer to become U.S. Trade Representative.  This likely was an inside move; Becerra was a controversial pick, as I myself argued on December 6th.  Becerra was very anti-trade, and had some ethical difficulties as well.

More than likely, the Obama Team probably realized that Becerra would at the very least cost Obama some political capital to get confirmed, and at worst, could become a distraction during confirmation, and was slowly urged to pull out to save face.
